According to the Nation, the committee reached this decision after considering several elements, including civilian administration’s right to create states

Some of the requests are the formation of Ijebu state out of Ogun, Ibadan state out of Oyo, State status from the FCT, and Etiti State from the South East Zone
Nigeria’s Senate Committee on Constitution Review has proposed the creation of 20 new states in the country.

The committee has suggested that a poll be conducted by the Independent National Electoral Commission (INEC) for the 20 new states.
The committee reached the decision after considering factors such as the ability of civilian administration to create new states.

The list of requests for new states is quite long and it is expected that a referendum will be conducted for at least 20 states.
The States proposed for creation can be seen below;

Katagum State from Bauchi State
Okura State from Eastern Kogi
Adada State from Enugu State
Gurara State from Kaduna South
Ijebu State from Ogun State
